Maybe that would just be weird. It wouldn't be that hard to jump to the realization that Sans had approached Papyrus because of the photograph, and Sans isn't sure what Papyrus would think of that. It feels like it might matter what Papyrus would think of that. No, showing Papyrus the picture would be too risky.
