He does know a few things! However, as far as he knows, even the most advanced chronomancers can't manipulate time to the tune of months. That would take something with absurd magical power. Like — well, sort of like the Relics, except they already had a time one, so that may not make sense.

Still, he's certain of one thing: that manipulating time on this scale would take the act of a deity or use of a supreme magical artifact. No Average Joe Wizard could pull something like this off.
